My 944 is having issues starting. The engine starts fine but then proceeds to immediately cut-out unless gas is applied.

One thing I have noticed is that if revved, the RPM hesitates to settle back down.

This issue has developed after an engine removal/refit. Whilst out of the car the following work has been done on the engine, by myself:
- Con-rod bearings replaced.
- Timing belts replaced.
- New crankshaft sensors and bracket (gap set)
- New distributor and rotor.

As part of troubleshooting I have:
- Rechecked the sensor gap.
- Tested and set the TPS as detailed on Clark's garage.
- DME relay bypassed.

Any advice/ideas would be greatly appreciated. Cheers!

I would check:
The TPS switch.
Engine temp sensor (wires are famous for corroding at the sensor).
Base idle rpm.

All of these things will throw the DME into a hissy fit.

Double and triple check that you have all vacuum lines connected.  It's actually easy to knock one off while reinstalling the manifold.
