Ok guys.  Complete timing belt / water pump / cam tower service.  87 951. Ran perfect before service.  Now no start.
1) there is slight tach bounce.  Newer sensors.  New connectors on harness side.
2) put in a good, tested ,but used DME.
Even swapped the chips out, thinking maybe there is a special tune for my modifications.  Nothing. 
Has Huntley MAF,  split second air fuel controller,  avcr boost controller. 
Injectors not receiving signal.  Tested with noid light. 
Timing has been double checked.  I know I have it right.  Done this many times. 
What else will keep injectors from firing.  Good ecu and I believe crank/ref sensors to be working properly. 
Strong fuel pressure at rail when cranking over.    Replaced grounds.
Will crank momentarily off a spray of starting fluid.  I know it's injectors not receiving signal. 

Thoughts?? I'm going crazy

Shot in dark OK with you? Tap the DME relay.Then start instead of starter fluid.
If not then pin 15 at the ECU has solder crack. Inspect with a magnify glass and good absolute light to view.

Distr/ rotor & TDC or belt tensioner.Could be failed or crimped connector at speed sensor. Occasionally the drain wire does not get connected if electrical rather than fuel delivery.
Possible shunt resistor at injector wire termination??? Heavy IF!
Barring this and that I hear good things about Witchhunters cleaning service for injectors.

Not near as much experience as you have ...... But.... Maybe putting in F9tech prime DME relay 75$ took 1 week delivery

Check the large connectors by the brake booster.  I'm pretty sure that the injector signal wires run through them.  Inspect the female ends to see if they look like an O or if they are open like a C.

Dave - black 84 no longer exists. Sad 83 self destructed. All better now. Smiley
