Slow start when hot.

On a restart with both the cooling fans running, car cranks slow. Is this normal? Battery voltage with both fans running is 12.5V. When cold and no fans, voltage is 13.5.

yes, the fans draw a lot of amps from the battery which would compete with the starter (another high amp device)

I'm considering replacing the fuse with a circuit breaker that I can pull  off just for starting. I can't locate a 16A C/B but I can find a 15.

You might check the age of your battery.  If it is approaching 5 years, it may be weak.  Replacing it might solve your problem.
